CBAs contribute to the completion of public projects on time and on budget and provide benefits to the municipalities in which they are built. CBAs ensure that taxpayers` money is reinvested in local communities and that there is a lasting legacy of experience, skills, training and employability among the workers who built the project. With a CBA, a developer is committed to conducting actions, goals and results in terms of employment and supply in a community where development takes place or with groups of action prospectors in neighbouring communities. Vancouver is the first metropolitan city in Canada to have a formal CBA policy in place that follows the community benefits frameworks put in place at the federal and provincial levels in 2018. We are engaged with the public, a wide range of non-profit organizations and non-profit organizations, and with the real estate development sector throughout the development of the CBA policy. We have met: we will continue to seize the multiple perspectives of people living in poverty, collect contributions from employers, the non-profit and social enterprise and the development community. In general, a CBA is an agreement that establishes recruitment rules for publicly funded infrastructure projects such as schools, roads and dams. The Pattullo Bridge replacement project as part of a CBA is an example of a publicly funded infrastructure project. The new procedure of the Community Interest Agreement (CBA) is cooperation between municipalities, the development industry and the city. The policy aims to achieve the objectives of the fight against poverty and the economic development of the Community in the strategy for a healthy city. A group that may be treated differently because of gender, creed, immigration status, education, economic status or sexual orientation.
We welcome the success of these projects and are pleased that CBAs are being more widely disseminated to build other public infrastructure such as schools and hospitals. CBAs have been used successfully throughout North America for more than 20 years. With a CBA, the developers of future large sites (over 45,000 m2) commit to take action, objectives or results on three main elements: Every two years, the working group, city partners and city employees will report to the Council on the progress and impact of the CBA policy. In 2022, a report will be prepared on the details of the Council`s findings and recommendations.
